What can I plant to create a ~4-foot tall hedge? Lots of sun, lots of water, zone 9b, California. (x-post /r/gardening)

I am looking to add a hedge in front of my lawn at the edge of the sidewalk that I can maintain between 3' and 5' tall, and 24"-30" wide. My front yard slopes slightly down to the sidewalk and I have a fescue lawn that takes a lot of water and the house faces south.

I originally planted rosemary (thread here, after pic here) but the rosemary died immediately, I assume due to too much water (there is no soil barrier) (thread here). I have changed to watering the lawn for a shorter duration more frequently, but the rosemary has not recovered and I'm ready to replace it as it's kind of an eyesore.

What can I plant to create a 4 foot tall hedge that can survive lots of sun & lots of water? Thanks in advance
