Using Portland Cement to stabilize *road mix*?

My roommate has a 20'x12' mock driveway area filled with road mix. His ride-on lawn mower has never had a problem but his get around scooter after three trips thru now, has disturbed the compaction and he's unable to get thru in his chair.

Can I rake/mix a few bags of PC into a designated path area, water it in and thus create a stable rough path for him?

Cost is a factor here!

I rebuilt his garden shed so he could park his lawn tractor down there (out of his garage!) and now he can't get to his lawn tractor!

Will my idea work, as a temporary fix until I can afford to pour proper concrete?

You could park an HUGE RV but the entire pour, from street to behind the fence would be 12'W x 80'L...I'm tapped out!
