bindweed (x post from /r/gardening)

When I moved in to this house about 3 years I had extremely overgrown foundation shrubs that were somewhat covered in bindweed.

I took down the shrubs, got the stumps ground out and tilled. Then I put a layer of black landscaping fabric and mulch and cut holes in the fabric where I planted new shrubs/plants.

The bindweed has not found it's way to the holes in the fabric so it has been successful. But I would prefer not to use the fabric and have the mulch improve the soil each year instead of just be attractive on top.

My question is: Is the bindweed still alive under that fabric just waiting to be awakened to conditions suited for growth? After 3 years is it dead? I did the same thing in a bed that had poison ivy. Would the poison ivy be dead yet?
