Should I install my raised bed over a rock bed?

Just a little backstory, we don't own this house but are planning on buying it in the future. The owner has given us permission to do what we want in the meantime.

We're in zone 5/6 in Colorado and looking to install raised flower beds. The bed we've constructed so far is made with treated pine and I was initially thinking about lining the bottom with cardboard.

As you can see, there's plenty of rock down because the owner wanted nothing to do with landscaping. About three inches beneath the rock is thick plastic tarp.

I'm curious as to whether or not I should remove the rock and tarp, or cardboard right over it? I have the ability to remove them, though I'm not excited to do it. Would it be helpful to the bed to just soil over it and not even bother with cardboard?

What should I paint it, it's kinda ugly!
