Nevada gravel yard care question

Hello, I moved to Nevada a few years ago but recently moved into a house with a backyard and front yard. Both are gravel and dirt, and no grass. I had moved from Ohio, and have experience taking care of the grass and dirt yards and gardens there.

My question is how do people keep their yards looking nice? Weeds and grass sprout up between the rocks, but even when you kill them they are strong enough not to be raked or easily picked. I have a bunch of grass shoots that are dead beside my house but I'm hoping I don't need to handpick each. Does anyone have any convenient tips or tricks to dealing with clearing them out, or am I looking at hours or picking? Bonus question, how often should one change out the gravel in the yard?
