Little Christmas tree is dying. Can you help diagnose it? [Newark, California]

My little shrub in my front yard is dying and I'm not sure why. All the other shrubs and trees are doing fine. I've never had to water any of my plants in the front yard since I moved into this home 4 years ago. However, I started to water the little christmas shrub recently (3 months) because I thought it wasn't getting enough water. Nothing has improved. Could it be a fungus killing it? Could it be snails (I have a lot of those around)? Can I save it? http://ift.tt/29g2N6J
