Gravel or mulch to replace rotting deck?

My deck is roughly 15x30 along the length of my house (30') and extends to my fence (15') and its rotted through and too expensive to replace. My first thought is replace with gravel since it will be a traveled, sitting area, grill, patio table, plus, I have a dog. I'm not a successful DIY guy, even by the most remote, simple standards, so I want something with the least trouble and maintenance. I'm not above hiring someone but would like to try it myself if possible to save money.

Unrelated questions so I don't flood with multiple posts; I've had a huge tree cut down, stump removed many years ago. Since then, I had my lawn replaced because it was dead. It kept for a while, but then it died. I say died, it's all weeds with clumps of weeds, some grass, just awful. I even had a reputable grass guy come out and he treated my yard over months with no success. I could walk out to where the tree was and feel the decaying roots underneath (huge trees, tiny yards) I was considering renting a hand tiller and tilling up the yard and dropping new sod in, but the more I think about it, it seems like a much much longer and tougher road than I expect and encroaches cost effectiveness with rental tools etc... I see in other threads a soil tester was recommended, I'm guessing I need to do that to find out what's wrong? I guess I'm looking for a starting point and options. Residing in southeast Texas.
