Ever ok to have 1/4" supply (not drip) end at a plant with no emitter?

Was looking to extend the contractor-installed drip system. Dug around to see what he had done. Was surprised to find the 1/4" tubing off the 1/2" supply ended at the plant w/no emitter -- just the open end of the 1/4" hose. (This is not 1/4" drip line.)

I am assuming this is never correct. Regardless of the GPH of the open hose there's no preventing debris getting in the system.
