Confused about Grading

My grass goes right up to my foundation right now. It's annoying to deal with and I just want to cut it out (I was thinking about a foot or two out from the foundation), and then lay down some gravel, and then river rock on top.

Here's my question - I don't currently have grading issues, but I don't want to accidently create one either. I'm new to having a house - and I read a lot of books, but I can't figure out for the life of me how's the right way to do this. My main issue is that I want the top of rock border to be level with the adjacent lawn (exhibit A), but then it seems like the water wouldn't effectively flow onto the rest of the lawn and to the rest of my house.

Exhibit B seems more reasonable...but then the rock is sitting above the rest of the adjacent lawn, which isn't what I want - but if that's necessary, I'm fine doing it.
